5 Francs 1838 France - 3 over ? Info

Please share some info about this 3 over 2 may be. Is this a common error and how to evaluate it. The coin is not in good shape at all.

It's not very likely it's an overdate, hence I suppose a PMD.

What type of PMD would cause that appearance? It looks like the background is raised to the level of the digit.

No real idea. If it not an overdate then it's  something else
